India Toll Reforms Slash Delays, Boost Highway Travel Efficiency
Overview

India's Ministry of Road Transport and Highways and NHAI are revamping tolling systems. Reforms introduced in 2025 include predictable toll expenses, digital payments via FASTag and UPI, and a move towards barrier-free tolling. These changes aim to reduce congestion, save fuel, and enhance user convenience on national highways.

Highway Travel Revolutionized

India's national highway network has seen substantial expansion, but toll plaza delays remained a persistent issue. Recognizing this, the Ministry of Road Transport and Highways (MoRTH) and the National Highways Authority of India (NHAI) have systematically reformed the nation's tolling framework.

Digital Push and Predictable Costs

Reforms accelerated in 2025, introducing measures to enhance user convenience. Predictable toll expenses and the promotion of digital payments have become central. The FASTag system, now adopted by nearly 98% of users, has significantly reduced manual transaction times. An annual pass option allows private vehicle owners to pay ₹3,000 upfront for 200 toll trips or one year, offering substantial savings and predictability.

Incentivizing Digital Transactions

To further encourage digital payments, the penalty for non-FASTag vehicles was rationalized. Previously attracting double the toll, it was adjusted to 1.25 times the toll for UPI payments in November 2025. This initiative saw over 1.5 million UPI transactions worth ₹19.44 crore between November 15 and December 10, 2025, reducing cash collections by 25% and cutting congestion.

Barrier-Free Tolling on the Horizon

India is poised for the next leap with Multi-Lane Free Flow (MLFF) systems. These advanced setups will allow vehicles to pass through toll points at highway speeds, with automatic charge deductions, eliminating barriers and queues entirely. The first MLFF project is slated for Gujarat's Choryasi Fee Plaza on NH-48, with several other major expressway projects also awarded for this technology.

Fair Charges During Upgrades

Temporary inconveniences during highway expansion are being addressed. Since July 2025, MoRTH mandates toll reductions to 50% of the existing rate on highways undergoing upgrades until completion. This ensures users are not overcharged for incomplete infrastructure.

Enhancing FASTag Integrity

Beyond pricing, MoRTH is bolstering the FASTag system's reliability. Measures like 'One Vehicle, One FASTag' and linking FASTags with Vahan, India's vehicle registry, aim to prevent misuse and fraud. Enhanced grievance redressal channels, including the 1033 helpline and the RajmargYatra App, are also operational.
